About the project
The “RPSA: Strengthening women and youth, enabling education in host communities in Pakistan” is financed jointly by terre des hommes Germany and the German Federal Ministry for Economic Cooperation and Development (BMZ). The project is being implemented by Society for the Protection of the Rights of the Child (SPARC) in Pakistan for a period of 4 years from 1.7.2021 – 31.12.2024.

Background and Rationale
Pakistan is among the top countries where Afghan refugees have been living since many decades. Slums in Karachi are not only hosting Afghan refugees but there are many other refugees belonging to Bangladesh and Mayanmar. Besides refugees in the slums, large numbers of local population who are mainly displaced by the natural disasters also live side by side.

Machor colony in Kiamari town of coastal Karachi of Pakistan is the largest slum of Karachi and area is spread over 4.5 square km having with population of more than 500000. Majority, is comprised of immigrants and Afghani. Majority among all the communities living in Machhor colony are engaged in fishing sector and fishing in sea lasts for four months in a year. The situation of locality is pathetic. Given its illegal status, the colony has no access to civic amenities and is never mentioned in government plans and policies aimed at improving the city.

The objectives for the project are the following:


Impact

The project contributes to improved living conditions and peaceful coexistence among refugees/ returnees /IDPs and host population in Pakistan.

Outcome         

Children, young people and women are capacitated to access and secure better social and education opportunities and reduce conflicts

Outputs

Sub Goal 1 – children and youth from refugee /IDPs and host communities have enhanced opportunities for education.
Sub Goal 2 - Women from refugee/ IDP and host communities are claiming their educational and gender rights and have developed skills for decent work.
Sub Goal 3 – Host, refugee/ returnee /IDP communities have increased cooperation and are engaging for reducing conflicts.
Sub Goal 4- The exchange of knowledge and capacities among implementing partner organizations and community based organizations/ associations is enhanced.

Purpose, objective, and use of the mid-term evaluation
The overall objective of this mid-term evaluation is to assess the project progress and strategies to achieve the planned goals through an external review. It shall also evaluate the effectiveness of the project results in terms of planned project results, learnings and challenges encountered during the project implementation, recommendations for adaptation or expansion of the existing strategies, and sustainability of the project. Considering the current project status, the mid-term evaluation is commissioned to:

  • Critically analyse the planned project objectives, results, strategies, measures, and activities, as well as the target group and the stakeholders, organizations, and institutions involved, and evaluate whether the applied strategies have resulted in the desired outcomes.
  • Critically examine the planned project measures according to the OECD DAC criteria of relevance, coherence, effectiveness, efficiency, impact, and sustainability.
  • Resulting from the analysis, the evaluation shall provide clear recommendations for all stakeholders involved regarding the project outcome, project monitoring, or project management.
  • Ensure financial accountability and transparency.
  • Identify potential risks or challenges that could impact the actions or results proposed and the mechanisms and methodologies to ensure the sustainability of the results.
  • To analyse the present project monitoring system at different levels.

 

The evaluation’s results will be used by the tdh head office / the regional office in South Asia / the country office in Pakistan in order to:

  • Strengthen accountability and transparency vis-à-vis the project donor tdh / BMZ
  • Adapt corrective actions for further implementation of the project to minimize the gaps identified by the mid-term evaluation.

 

Evaluation Questions
Overarching question

  • How successful has the project been in achieving the goals set by tdh for the work in Pakistan?
  • How successful has the project been in empowering women, promoting peace, networking across countries and enabling education?
  • How successful has the project been in initiating substantial and substantial structural change, especially for children and youth in the target location?

 
Relevance

  • Are the activities and outputs of the project consistent with the overall goal of improving the living conditions and peaceful co-existence of refugees/returnees/IDPs and the host populations?
  • Did the project design, including priorities, outcomes, and activities reflect and address the target group’s needs?
  • Are the implementing partners’ capacities in line with the requirements of the project?
  • Are the indicators mentioned in the log frame relevant to measuring the better integration of refugees and   internally displaced persons in host communities, especially women and children belonging to marginalized communities? Is there any need for change or adaptation due to the situations in the project during implementation?

Coherence

  • Internal coherence:
  • How is the project contributing to tdh’s Strategic Goal of “Promoting culture of peace”?
  • To what extent did the project contribute to empowering women, children, and youth? (Cross-cutting theme of tdh)
  • Was the project in line with tdh’s principles and guidelines on child safeguarding?
  • External Coherence
  • Did the project align with national policies and laws related to women and children?
  • Are there strategic or thematic alliances between the partner organizations? How is this contributing to the achievement of project goals, and how can this be taken forward at the national level?
  • How is the coordination with other stakeholders? How can this coordination be enhanced and improved?

 

Effectiveness

  • To what extent were the objectives achieved or are they likely to be achieved, and what were the major factors influencing the achievement or under-achievement of the objective? How can the inhibiting factors be mitigated?
  • What were the factors that supported and/or impeded the success of this project? Please delve into this question from the perspective of women empowerment, promoting peace, networking across partners and enabling education
  • Were the project management capacities adequate? Were all involved stakeholders aware of their roles and responsibilities, and did they live up to these responsibilities? Where is room for improvement?

Efficiency

  • Were the targets realistic, given the spread of the program? Were the program targets realised on time?
  • To what extent has the initiative been cost-effective? What has been the initiative’s value for money? Would there have been any alternatives for achieving the same or better results with the given resources?
  • What mechanisms (formal or informal) have been put into practice to capture and use results, experiences, and lessons (allowing for adaptive management), and where is the room for improvement?

Impact

  • What are the project’s results (positive and negative) regarding the envisaged impact of “and peaceful coexistence among refugees/ returnees /IDPs and host population in Pakistan.”?
  • How have the project activities and measures implemented improved women empowerment, peace education and education status of target stakholders especially children and women?
  • Did the project exhibit any good practices that can be used for future tdh project work?

Sustainability

  • What key factors contribute to or reduce the sustainability of the project’s results? Will the partners be capable of dedicating efforts to ensuring the project’s sustainability?
  • What risks and opportunities exist regarding the durability of the project’s results?
  • To what extent has the awareness and capacity building of community institutions and local stakeholders enhanced their willingness for women empowerment, promoting peace and education needs of women and children?
  • Which project activities are likely to have a long-term and high-term effectiveness?

Methodology
The methodology should be participatory, child-friendly, gender-sensitive, and consider the cultural, economic, and social setting.

  • Key informants’ interviews: briefing with key personnel from tdh, and SPARC
  • Individual interviews and focused group discussions with representatives of community institutions, e.g., children, youth, citizen clubs members, women beneficiaries , key persons in the local district administration and key persons from the local communities

The evaluation is managed directly by the tdh regional office in close consultation with the responsible desk officer at the tdh head office. If (a) local consultant(s) is (are) chosen to conduct the evaluation, the respective contract is signed between the consultant(s) and the regional office. In the event that an international consultant is chosen, the head office is responsible for contracting.

Requirements for bidders

  • Proven experience with evaluations in the fields of education, Vocational training, women empowerment and related fields.  
  • Experience conducting evaluations and research using a mixed-methods approach, including participatory and child-sensitive methods.
  • University degree in the field of social science from the recognized university
  • Profound knowledge and experience in Pakistan with particular reference to low-income urban areas of urban
  • Very good oral and written proficiency in English, Urdu, Sindhi, Pushto (Optional)
  • Familiarity with child protection policies and child related laws.
  • Acceptance of and compliance with tdh’s Child Safeguarding Policy (attachment)

Specification for offers

  • A narrative or technical proposal of not more than 3 pages containing relevant experience, planned methodology, timeline, and staffing for the evaluation;
  • A detailed financial proposal for the evaluation
  • An estimated travel expense, which will be reimbursed upon presentation of proof
  • Two sample reports—published or unpublished reports approved by the respective clients focusing on the same sector.

SPARC is requesting bids for the supply and installation of School Tent

Specification:
40 square meter (8*5 meter) school tent. The tent should have a central height of 3 meters and wall height of 2 meters and must be fixed in the ground. The tent should have 4 windows (2*2) for ventilation and two doors, one at the front and one at the back. The frame should be made of aluminum pipes. A 500 gsm waterproof and resistant tarpaulin sheet should be used on the outer side and must include all standard accessories. Printing of ACTED & SPARC logo on all four sides (2 sq. feet) must also be included. The tent should be packed in a 2 bales, 1 socket, nail bag with all standard accessories, packed in polypropylene sheet. SPARC is seeking quotations for construction work (Repair and Renovation) at Slum Area of Karachi (Machar Colony). Please send us sealed quotation inclusive of all taxes as per following:

1.       Share rates against the attach BOQs files (1 File attached)

2.       Share Letter of Interest, with terms and conditions along with quotations.

 

Vendors are requested to follow the below mentioned guidelines for submission of quotation:

1.       Sealed quotations should be received by 25.3.2022 up to 4:30 pm., (through courier or by hand) at Office #304, 3rd Floor, Kashif Center, Shahrah-e-Faisal Karachi.

2.       All pages of quotation should be on Official Letterhead and must contain Vendor’s Stamp, Signature and Contact Details

3.       Vendor must provide its NTN/CNIC/ Sales Tax number

4.       Sealed envelopes should contain Name and Address of Sender and Receiver

5.       Mode of payment will be cross cheque by Business name

6.       Prices should be inclusive of all applicable taxes i.e. withholding & GST, Sales tax (if applicable)

7.       Taxes will be deducted as per Government of Pakistan’s law

8.       Quotations shall remain valid for a period not less than (30 days) after the deadline date specified for submission of quotations.

9.       It is mandatory for suppliers/ vendors who submit quotation by hand at the office address must sign & stamp SPARC sealed bid acknowledgement form. 

10.     Organization have the right to reject all or any quotation without any reason whatsoever.
